Yes — and unlike the true legendaries, you do not need to catch one first. We checked the full Palworld 1.0 combination table (all 299 breedable Pals, from the PalCalc game-file dataset): Jormuntide Ignis is produced by exactly two of the 44,850 possible parent pairings. One is Jormuntide Ignis + Jormuntide Ignis, which only helps once you already own two. The other is the useful one: Jormuntide + Blazehowl.
That pairing is one of the 77 hard-coded special combinations in the 1.0 game files — the full list is on our special combinations chart — which means the egg is always Jormuntide Ignis, with no randomness and no chain-breeding. Both parents are far easier to obtain than a sanctuary raid: Jormuntide is a repeatable Alpha boss fight, and Blazehowl is a common Mount Obsidian-area Pal. For most players this is the fastest reliable route to Jormuntide Ignis in 1.0.
One warning before you waste Cake: older Early Access combo lists circulate dozens of supposed Jormuntide Ignis recipes. In the 1.0 data none of them work — if the pairing is not Jormuntide + Blazehowl, the child is something else. Check any pairing in the breeding calculator before you commit ingredients to it.
In the wild, Jormuntide Ignis spawns in exactly one place: the No. 2 Wildlife Sanctuary, the island in the north-west of the Palpagos Islands. Location guides from Windows Central, Dexerto, Pro Game Guides and TheGamer all agree on the sanctuary as the only natural spawn, with the island sitting roughly around -660, -115 to -682, -113 depending on the map reference used. The usual approach is to fly or swim west from the Forgotten Island fast-travel point, or north-west from Ruined Fortress City.

Jormuntide Ignis can also hatch from Huge Dragon Eggs found in the wild, but the hatch pool is shared with several other Dragon Pals, so eggs are a bonus, not a plan. Breeding remains the deterministic method.
Jormuntide Ignis is a Fire/Dragon-type — it is the variant of Jormuntide (Paldeck No. 121) in the 1.0 game-file data, at breeding rank 170 and rarity 9, with 130 Attack, 130 HP and 100 Defense. That 130 Attack puts it in the same striking bracket as its Water-type base form's health line, and it shares the variant family's bulk: expect a sustained fight, not a quick burst-down.
Typing is your answer. Dragon is weak to Ice, and Fire is weak to Water and Ground, so Jormuntide Ignis has two clean answers. A strong Ice attacker — Frostallion, if you have one, exploits the Dragon half — or a Water Pal working the Fire half will soften it far faster than neutral damage. In the sanctuary itself, the guards are the second fight. Pull Jormuntide Ignis away from patrol routes before you engage, keep your mount ready, and throw your best spheres as soon as its health is low — lingering at low health invites both a knockout and a guard interrupt.

They do different jobs. Jormuntide Ignis hits harder (130 Attack against Jormuntide's 120 in the 1.0 data) and is an elite Kindling worker, while base Jormuntide is the elite Watering worker at level 7. Most endgame bases end up keeping one of each.
