Buy from the Wandering Merchant
Players can reach out to the Wandering Merchant in the game to buy wheat seeds for 100 gold coins. You most likely find the wandering merchant in the small settlement.
Drop Pals
It is indeed the best method for having wheat seeds, capturing every single one. If you find the pals to have poor traits, butcher them using the meat cleaver to obtain wheat seeds.
This is the best way to get wheat seeds. Many pals in the game drop wheat seeds. Some of the pals you can look for are Dinossom, Bristla, Flopie, Robinquill, and Cinnamon. Added to this, Dinosaurs are recommended for the highest level (Level 15+).
When it comes to Dinossom, which is a large grass pass found around the Plateau of Beginning, Small Cove, Eastern Wild Islands, Desolate Church, and Ice Wind Island, For this, players need to be in between Level 7 and Level 9, which is also quite beneficial for capturing pals rather than defeating them. Make sure you use Ultra or Gia Spehere to capture it.
